I usually get straight w/ Elliott Maise, his blog and his "Learning Partners", who provides all learning solutions around the world.
The Maise Center launched some surveys in their network and now the official name of this is "Barometer". In the beggining of this month they sent me (and other companies) some questions regarding learning budgets, resources and activities being impacted by the economic crisis. And I showed below the result w/ full considerations of Maise Center, who was conducted the survey and shared the content in the public domain.
In the other hand I understand that the main results comes from USA companies (77%) where financial impact is higher than Brazil (I suppose); be careful w/ your analysis; is just for macro arena's understanding.
Based on information from 532 organizations around the world, here are a few of the results. Our overall Enterprise Learning Budget has:
- 2% Increased Substantially
- 10% Increased Moderately
- 25% Stayed the Same
- 41% Decreased Moderately
- 21% Decreased Substantially
The survey also tracks increased use of Social Learning, UserContent and Competency Management. It reports a severe reduction in budgets for employee travel for learning. The complete results includes data on learning staffing, spending, learning format shifts as well as other impacts of the economy.

Here is the first Learning Resources Barometer, published by The MASIE Center. 532 responses were gathered in late March 2009, reflecting organizations of all sizes. Of those responses, 77% were received from areas in the US. The remaining 13% represented other countries from around the globe.
The data indicates that 62% of organizations are experiencing a reduction in their enterprise learning budget. Only 12% are experiencing an increase.. Details about the changes in learning services provided or purchased are reflected in the questions below.
